Ý kiến gửi đến Hội thảo quốc tế “Phát triển Tổng hợp Đồng bằng sông Cửu Long” tại Tp HCM ngày 2 và 3- 2/2015
a- Khôi phục hệ thống hồ Đồng Tháp Mười.
b- Tổ chức hệ thống kênh từ Hồ Đồng Tháp Mười đến Rạch giá
Mục tiêu để tập trung nước để chuyển lũ về Rạch Giá và cung cấp nước về mùa khô.
Ghi chú : Chúng ta có thể chuyển lũ về vịnh Thái Lan do sự lệnh pha của thủy triều bờ biển Đông và Tây. Để lũ thoát ra nhanh vịnh Thái Lan phải mở cửa thoát tại Rạch Giá vì ở đây biên độ thủy triều cao 1.8 m so với Hòn Đất biên độ thủy triều chỉ 0.9 m. Trước đây thời ông Võ Văn Kiệt mở cửa thoát lũ tại Hòn Đất là không đúng quy luật tự nhiên và QL 80 từ Hòn đất về Rạch Giá sẽ bị lũ làm hư hỏng.
2- Cảng cửa ngõ cho ĐBSCL
ĐBSCL với sản phẩm là nông, thủy sản nên khối lượng rất lớn. Việc chuyển tải tại Tp HCM làm tăng chi phí sản phẩm khi đến nơi tiêu dùng. Vì vậy cần có cảng cửa ngõ cho ĐBSCL. Việc Chính phủ Việt Nam không xác định nguyên nhân gây ra luồng động Định An mà đã đưa ra dự án xây dựng kênh Quan Chánh Bố là một sai lầm lớn có tính nguyên tắc. Hiện tượng động tại cửa Định An sẽ xuất hiện tại cửa kênh Quan Chánh Bố trong tương lai. Để tìm cảng cửa ngõ cho ĐBSCL, Việt Nam cần nghiên cứu cảng cửa ngõ Trần Đề dựa trên các quy luật đặc thù tự nhiên của bờ biển ĐBSCL. Dự án này đã được Royal Haskoning DHV và Vietnam Shipping trình bày với lảnh đạo tỉnh Sóc Trăng 12/2013 và được đoàn chuyên gia Hà Lan đưa vào Mekong Delta Plan với tầm nhìn 100 năm.

Ideal be sent to the Mekong Delat Forum about “Long‐term Integrated Vision for the Mekong Delta” in HCM City on 2nd,3rd Feb.2015
On the vision of a specialist studying Mekong delta with the aim for stable development , I would like to present 2 problems to the Mekong delta Forum as following :
1-Source of water for Mekong delta
The water is superfluous in the flood season but drought will be in dry season. In order to deal the above conflict we should :
a- Restore the Dong Thap Muoi lake
b- Building the canal from Dong Thap Muoi lake to Rach Gia
Dong Thap Muoi lake and these above canals receive the water in flood and convey it to Thai lan Bay by the gate of Rach Gia and it store water for dry season.
Remark : We can move the flood from Mekong Delta to Thailan Bay because the difference of phase between the tide of east coast and west coast. In order to discharge more water to Thai lan bay, we should open the gate of canal at Rach Gia due to the amplitude of high tide at Rach Gia is 1.8m but it is 0.9m at Hondat. In the past, Mr Vo Van Kiet have opened the gate of T5 canal at Hon Dat . That gate is not suitable with natural rule and road QL 80 from Hon dat to Rach Gia be damaged by flood.
2- The gate port for Mekong delta
The production of Mekong delta is from agriculture such as rice, fruit, aquatic product so it is in very high quantity. The transshipment at Ho Chi Minh Ports will increase the cost of cargo at the destination. Therefore it is need the gate port for Mekong delta. Having decided building Quan Chanh Bo canal is the big mistake in principle when knowing nothing the reason which let Dinh an canal move in winter.
In order to find the gate port for Mekong delta, Vietnam should study Tran De gate Port on the basic of natural rule of the coast of Mekong delta.
Royal Haskoning DHV and Viet Nam Shipping presented to the leaders of Soc Trang Provine the opportunity for Tran de port in Dec.2013. Tran de Port have been put on the Mekong delta Plan in the end of 2013 by the commission of Holland specialist with the vision for 100 years.
